The shortest day of the year is anything but for C.o.P. Judith Anderson. A series of smash-and-grab robberies is threatening to derail the Christmas shopping season in the small Florida city where Judith Anderson is the new Chief of Police. Shoppers are afraid, merchants are frustrated, the mayor is furious, and Judith and her department are looking like fools. But they have little to go on.
