A state is a political integrity formed by a national or multinational community established in a certain territory where the legal order established by the elite is maintained, which monopolises the institutionalised power and has the legal right to use coercion.Such institutions and organisations include: 1) representative institutions; 2) supervisory and control institutions; 3) public order protection bodies; 4) armed forces. The term "state" denotes a special type of social phenomena characterized by the following essential features: a) attitude of power and subordination; b) monopolistic use of violence by those who possess power; c) existence of legal order; d) relative constancy; e) institutional dimension. The most large-scale task of a socially oriented state economy is to provide social protection to all social strata and to develop a strategy for effective social policy. The form of its implementation is the actual way of state action, embodied in social policy, which covers all spheres of economic relations in the country.
