While Europe was experiencing a prolonged growth period, formation of the Union, engagement in international diplomacy, yet currently its in a turmoil with its own identity. This text is aimed to explicate the uniqueness of European civilizations and its fundamental principles that continue throughout two and a half millennia. In order to accomplish this task, it was necessary to place Europe in the context with other civilizations and evaluate which elements of alien civilizations have entered Europe and how they influenced the European project. The "Project Europe" philosophy is in essence of dialogical, open education for all citizens in all available areas of knowledge and above all - in the area of political society. In this sense, it is argued, that Europe is a universal school rather than a universal theory. As a philosophy, its open to explore itself and others, cosmos and myths without facing the final conclusion on any subject matter. In regards to philosophy and education, Europe is constantly reinventing itself.
