ICT has been identified as one of the most effective tools to bring about gender and economic development. ICTs in the form of multimedia community centres/telecentres, especially at the rural level can act as a nodal point for community connectivity, local capacity building, content development and communications, and serve as hubs for applications, such as distance education, telemedicine, support to small, medium sized and micro-credit enterprises, promotion of electronic commerce, environmental management, and empowerment of women and youth. Where such services have a pro-ultra-poor strategy, then the benefits of ICTs can be directed to them.
