The Government of Tanzania introduced a guideline for counsellors in schools and teachers¿ colleges in 2007. The guideline features the core competencies needed by all guidance and counselling practitioners. Since the inception of Circular No. 11 of 2002 which demand the establishment of guidance and Counselling services in schools and colleges, it appears that there is a little written manuscript concerning the evaluation of that programme to verify its achievement in the actual ground. Therefore, this study sought to evaluate the calibre of professional personnel operating guidance and counselling services in terms of qualifications. This is because for students to be properly informed, they need the assistance of trained guidance and counselling personnel.The concentration was drawn to the issue of accessibility of guidance and counselling facilities, the contextual constraints which hinder the provision of guidance and counselling services and the student-to-counselor ratio.
