The dairy development programme like Key Village Scheme, Intensive Cattle Development Programme and operation flood have also not made progress to the extent desirable excepting the milk co-operative societies that too limited mainly to the state of Gujarat and to some extent in the states of Karnataka and Tamil Nadu. The success of the dairy co-operative in Anand, Gujarat was not only due to circumstances of their emergence, but was also attributed to the following, as reported by Kortan (1981): 1. Benefits of the co-operative were accessible to all sections irrespective of caste or class. 2. The functions of the co-operative were reutinized into simple system, easily learnt and practiced by local people. 3. All transactions were based on efficient systems of accounting and audit, uniformly practiced in all co-operatives with little corruption. 4. An integrated system of providing necessary inputs and an effective system of marketing gave confidence to members regarding the viability of the system. 5. It was backed by a strong and committed leadership at Anand.
